I think you are asking for windows xp theme for windows 7......
However people will ask for windows 7 or vista transformation packs for windows xp......... it some thing different......
Otherwise insert windows xp os cd and restart ur system and format ur Hard drives and clear ur previous os files and install new windows xp operating system.....
so u can able to use windows xp... i have an another idea.....
install windows xp operating system without partioning anything in ur hard disk....
it will create new system32 folder and program files folder...........
at the time of bootup it will ask u to select which operating system do u want to load.............. u can simply select windows 7 or Xp which u want to boot................
